RoSPA Level 2 Award in Proportionate People Handling

The RoSPA Level 2 Award in Proportionate People Handling (610/5521/9) is the first Ofqual-regulated qualification of its kind, designed to support health and social care professionals to safely deliver proportionate, person-centred moving and handling.

Course Overview

Our approach focuses on improving outcomes, enabling independence and supporting individuals to live safely and confidently in their own homes. This regulated qualification develops the knowledge, skills and confidence required to implement safe, proportionate people handling in practice. It supports professionals to deliver the right level of support, in the right environment, at the right time, based on individual needs and robust risk assessment.

Proportionate care is an enabling, person-centred approach to moving and handling. It ensures individuals receive the appropriate level of support rather than over-prescribed care — challenging the traditional assumption that two carers are always required, and supporting safe, evidence-based decision making.

This qualification aligns with national priorities around prevention, independence, hospital discharge and sustainable care models, and is suitable for those currently working, or intending to work, in a role that involves delivering proportionate safer moving and handling.

What's Involved

Delivered in a structured classroom and workplace setting, this qualification combines theoretical learning with hands-on practical assessment. Learners are guided by experienced trainers with clinical and operational backgrounds in adult social care and safer people handling.

Step 1 – Classroom Learning

  • Learners attend a structured session covering:
  • Principles of proportionate and person-centred care
  • Legal and safety requirements relating to people handling
  • Risk assessment and handling plans
  • Factors that increase risk of back injury during handling activities
  • Clinical reasoning and evidence-based decision making
  • Safe storage, maintenance and reporting requirements for equipment

Step 2 – Practical Assessment

  • Learners demonstrate competence in real moving and handling scenarios, including:
  • Pre-transfer assessment (load, individual, task, environment, equipment)
  • Assisting a person in bed — with and without equipment (slide sheets, in-bed systems)
  • Hoist transfers using active and passive hoists
  • Fitting and removing hoist slings in a chair and in bed
  • Sit to stand and walking — with and without equipment
  • Pre-use checks of mechanical equipment and slings

Step 3 – Implementation in Practice

Learners apply their skills within their job roles, supporting service transformation and embedding proportionate care as a sustainable, long-term approach.

Learning Outcomes

Explain how a proportionate safer people handling approach promotes health, wellbeing and enablement of the person being handled 
Describe key health and safety legislation relevant to safer people handling, including employer and employee duties 
Describe the purpose of risk assessment and handling plans in safer people handling 
Identify factors that increase the risk of back injury during people-handling activities 
State indicators that proportionate (one-handler) care is no longer suitable for an individual 
Outline safe storage, maintenance and reporting requirements for moving and handling equipment 
Conduct a pre-transfer assessment before undertaking proportionate people handling 
Apply efficient movement principles when assisting a person in bed, including use of slide sheets, in-bed systems and hoists 
Carry out hoist transfers safely, including fitting and removing slings in chairs and in bed 
Assist a person with sit-to-stand and walking, with and without equipment 
Perform pre-use checks on active hoists, passive hoists and slings in accordance with manufacturer instructions

This qualification is designed for health and social care professionals who are involved in, or responsible for, the moving and handling of people. It is intended for those who currently work, or intend to work, in a role that involves delivering proportionate safer moving and handling. Previous experience in moving and handling is desirable.
